About the Author

RADM Robert O. Wray Jr., USN, a 1979 Naval Academy graduate, served as a nuclear engineer on surface ships and later enjoyed a varied civilian career. Currently, he is president of the Navy’s Board of Inspection and Survey and lives in Norfolk, VA.
