Garcia, USMC (Ret.), brings over 40 years of combined military and civilian experience in leadership assessment, manpower management, and organizational development to this innovative guide. His unique perspective, forged through nearly 30 years as a Marine Corps officer and a decade in senior civilian roles, bridges the precision of military performance systems with the innovative practices of corporate giants like Tesla, Amazon, and Google. Commissioned as a Second Lieutenant in 1987 after graduating from West Virginia University, Colonel Garcia’s distinguished career features key international assignments, including deployments to Afghanistan, Okinawa, South Korea, and Thailand, serving in diverse leadership roles across the Marine Corps.Over his career, Colonel Garcia has written, reviewed, and evaluated thousands of performance appraisals.
