About the Author

Philip Lowe is Director General of DG Energy of the European Commission. He was Director-General of DG Competition 2002 to 2010. Mel Marquis is Part-time Professor of Law at the European University Institute and Professore a contratto at the University of Verona. He is an editor on the board of Mercato Concorrenza Regole and he has practised as an attorney in the United States and Belgium.
