The chapters of the book are based on papers given at a symposium organized by the Universities of Bristol and Hannover in 1997 to celebrate the 50th anniversary of twinning between the cities of Hannover and Bristol.

About the Author

BERNHARD BLANKE is Professor of Political Science and Head of the Centre for Social and Public Policy at the University of Hannover. His interests include social security, labour market/migration, regional policies, local government and comparative health policy and public sector management. Since 1996 he has been Co-Director of the Centre for Health Economics and Health Systems Research at the University. RANDALL SMITH is Reader in Policy Studies at the University of Bristol. His current interests include the domestic impact of European Union policies and procedures, the development of community care policies in the UK, changes in policies for older people, the interrelationships between housing and community care and evaluation of innovative practices in the field of mental health. He is editor of the interdisciplinary journal, Policy and Politics.
