About the Author

Nick Howard is Faculty Manager at Kaplan Altior, Cardiff. Nick trained and qualified as a solicitor in local government, before moving to Cardiff to work as a lawyer for the Welsh Assembly Government. Nick advised Ministers on all aspects of public law, and was a member of the Bill team who took the Government of Wales Act 2006 through Parliament.
